President of the Civil Service Bureau (CSB) Ahmed bin Zayed Al Zayed, said that the Bureau seeks to convert most of its actions and services offered to government entities to track them through the Work flow and eliminate the usage of paper-based system by the end of this year, which comes in the framework of an integrated project to develop the forms used in CSB's actions and services offered to government entities.
He also pointed that this project will save a lot of expenses and financial expenses in line with the esteemed government directives in this regard.
Ahmed bin Zayed Al Zayed said that CSB aims to shorten the duration of service and employees action in the government entities delivery, raise productivity and organisational performance and reduce the administrative burden on government entities, as well as the financial expenses.
CSB President indicated that after the implementation of this project, 14 out of the 24 model forms used to serve government entities will be dispensed, which means that 21 thousand services on a yare and the percentage is 51% from the total services concerning to employee action.
He explained that the employees’ requests for all types of leave will be through work flow, as well as through Mobile app, where it is currently being used through paper forms, which make up more than 355 thousand per year, he also pointed that the employee performance management forms will also be through work flow and Mobile app, where it is currently being used through paper, which constitute more than 49 thousand a year for all employee levels.
In this regard, the president of CSB had issued the Civil Service instruction (2) for 2015 on the electronic service and the delegated service to government entities that aims to develop some services related to human resources and to review the existing policy. These services will be on-line through entering information in the management information system for Human Resource (Horison) and approved electronically. He explained that this would lead to management development, increase productivity and speed up transactions between government entities and CSB.
Meanwhile, CSB Chief explained that the responsibility of the Bureau is to provide opinion and technical advice to the officials in the financial and human resources directorate in government entities and follow-up on the application of these instructions and commitment, provide periodic reports regarding the data entered into (Horison) to stakeholders in the Bureau, and retain the necessary documents so that auditors have access to what proves to pass those actions and audit in the amounts disbursed and outstanding to employees.
He called on all government entities to take actions and measures to enter the information related to services such as start and change of Car allowance, start and change of Communication allowance, government dedicated reimbursement for consultant doctors and start of driving reimbursement into (Horison) and approved by CSB through Workflow.
He explained that the instructions delegates the government entities to enter and approve services electronically, such as changing the payment system form shift to regular, start, change and stop nursing allowance, determine hours for government dedicated reimbursement for consultant doctors by entering the number of hours not done by the consultant doctor to be deducted from the approved hours in the system.
