In his capacity as Ruler of Dubai, Vice- President and Prime Minister of the UAE His Highness Shaikh Mohammed bin Rashid Al Maktoum, has issued law No. (10) of 2012 establishing Al Jalila Foundation for medical Education and Research. The law states that the new medical research and education foundation shall operate as a non-government-non-for profit organisation from its head office at Dubai Healthcare City and shall have an independent legal, financial and administrative character. The mandate of Al Jalilia Foundation shall focus on improving healthcare services by encouraging academic and scientific research in various medical specialisations. Other terms of reference include making efforts to ensure UAE’s leadership in medical sciences through funding scholarships and medical research, promoting the culture of excellence in medical academic and research stream to upgrade the health standards within the UAE and beyond. The Foundation shall also build researchers’ capacities to make innovative breakthrough in medicine and guide them to conduct studies on the most useful topics to their community and to contribute to medical advancement so as to achieve sustainable development in local, regional and international communities. It shall also provide medical assistance to those in need inside and outside the UAE. Shaikh Mohammed has also issued decree No. (23) of 2012 forming a five-member board of trustees of the foundation under the presidency of Shaikh Ahmed bin Saeed Al Maktoum, Chairman of Dubai Aviation Authority and Chairman of Emirates Group.
