Head of Country’s Administrative Justice High Court said here Wednesday night frankness with people, keeping promises, and observing justice and fairness by country’s officials and managers are dire necessities. According to the IRNA correspondent, Hojjatoleslam Mohammad-Ja’far Montazeri in a meeting with a group of ordinary folks in Zanjan added, “The officials should take special care since offering unreal statistics and promises that cannot be kept to the people would lead to their loss of trust in the Islamic system.” Pointing out that the officials must heed their responsibilities towards the people properly, added, “The manager and officials of the system at any position and post must ask themselves the question whether they are faithful to the ideals of the late Imam (Khomeini –P) and the (Islamic) Revolution, and try to meet the expectation of the people.” Pointing out that during the post-revolution era many moves have been made in line with the advancement and development of the country, he reiterated, “In evaluation of the conducted acts, we need to see both halves of the glass, to review the conditions justly, and to express the realities.” Hojjatoleslam Montazeri said that the positive moves made thus far have not been enough, arguing, “Efforts must be made to gain the people’s trust, rather than presentation of false statistics to cheat them, or promising them rose gardens that we cannot keep, which would instead lead to the decreasing the people’s trust in the system, or loss of it.” The head of the Country’s Administrative Justice High Court stressed the need for speaking about the existing deficiencies side by side with the performed duties, saying, “To be fair, we must confirm that during the course of the past 32 years valuable services have been presented in various fields and the Islamic system has been witness to noticeable advancement and development of the country, so besides speaking about the problems and deficiencies, we must also refer to the achievements and services.” He said that the responsibilities of the officials and the people today have got much heavier compared to 20 years ago, reiterating, “Today seeing the movements and uprisings of the regional nations and the world Muslims we can comprehend the depth of the system and the Islamic revolution’s influence over the regional countries.” Hojjatoleslam Montazeri said that the movements of the regional nations have roots in their monotheist consciences, adding, “Those nations are trying to establish systems based on the blessed Islamic faith after toppling the pro-oppressor and pro-Zionist dictators.” The head of the Country’s Administrative Justice High Court said that today the regional nations confess that they have learned how to revolt and to combat against the oppressors from the Iranian nation, reiterating, “Likewise, whenever something (unfavorable) happens within the Islamic system, the regional nations, too, get worries and involved with it.” He said that the people in general, and the officials at any post and position, must pay their debt to Islam, reiterating, “Care must be taken that high posts and managements are way too worthless that one should sacrifice his beliefs and faith in a bid to safeguard them.” Hojjatoleslam Montazeri referred to the existence of obstacles in the way of observing justice in the country today, including the huge number of the filed cases, shortage in qualified human forces and facilities, and the short time that can be allocated to survey each case, that lead to displeasing the people with the judiciary. He said that the solution to such problems is cooperation of the people and the planning of the Judiciary Force, including efforts made for keeping the people’s secrets quite confidentially. Hojjatoleslam Montazeri referring to the recent huge financial fraud said that unfortunately some system officials and managers prepare the ground for such corruptions, reiterating, “Is it logically possible that such a vast-scale fraud would take place merely by a few easily countable figures.” He added, “The huge amount of the money involved shows that this fraud is related to a major trend in the vast field country’s economic transactions.” Montazeri reiterated, “The Judiciary Force stands firm as far as possible against the deviations and spends efforts to defend and materialize the people’s rights.” The head of the Country’s Administrative Justice High Court referred to the people’s role in such cases, arguing, “The people must as far as possible refrain from referring their disputes to the Judiciary system, and try to solve them among themselves, relying on consultations with the wise and, elderly, and the respectable personalities, and eventually through the districts Dispute Solving Councils.” Hojjatoleslam Montazeri said that the number of files referred to each branch of the courts of justice is between 250 to 300 per month, which is too many and the presiding judges do not have sufficient time to survey the peo
