The Ministry Education referred 13 unauthorised nursery schools to the Public Prosecution in 2017. The Directorate of Kindergartens took the measure against the unlicensed nurseries as part of inspection campaigns to ensure adherence to the law.

"The unlicensed nurseries were run through agreement between parents and landlords", said Assistant Undersecretary for Private Education Jaffer Al-Sheikh. Law 25 of 1998 on privately-run educational and training establishments makes it mandatory to obtain the required official license from the department of kindergartens.
Al-Sheikh urged parents to report to competent authorities to ensure the nursery is licensed before registering their children, adding the ministry does not assume any administrative or legal responsibility in case the nursery is unlicensed.
The ministry’s specialists paid 184 field visits and to ensure their adherence to Law 25 of 1998, in addition to 46 other visits to investigate complaints. Thirty-six applications to set up new nurseries are under study at the Ministry of Education to ensure compliance with the required regulations. The number of authorised nursery schools stands at 133 in the Kingdom of Bahrain.
