21st Ibero-American summit to be opened

The 21st Ibero-American Summit will be officially opened here later Friday for discussions to address the economic and social development of the countries in the region. Local media reported this summit, under the slogan "Transforming the state and development," has attracted the lowest turnout of state and government leaders. It is expected that 12 heads of state will be present at the summit, which is an annual meeting of the leaders of 22 member countries of the Iberoamerican Community of Nations.
