The Civil Service Bureau (CSB) has announced that the Annual Increment (AI) for the year 2015 was included in the salary of January of various government entities, including entities that have recently come under its umbrella.
The (AI) was paid according to the terms of entitlement that are stipulated in the laws and regulations of Civil Service, all actions have been done through the Management Information System for Human Resources (HORISON), the percentage of beneficiaries of the (AI) was about 89% of employees in ministries and government entities that joint to CSB umbrella and they were nearly 12 governmental entities.
The non-beneficiaries of the (AI) were 11%. They include employees on leave without pay, stop salary, new joiners, those with unsatisfactory performance, those having a disciplinary action, those on maximum step, as well as employees don’t not fulfill the terms of entitlement of the (AI).
In this regards, the director of the Management Information directorate Amal Shaheen explained that at the direction of His Excellency the President of CSB, Mr. Ahmed bin Zayed Al Zayed, all the terms of entitlements of (AI) have been added within the HORISON system. The role of the Human and Financial Resources directorates at the government entities is to review the generated reports and lists from the system that shows the eligible and non-eligible employees for the (AI), at the same time the government entities needs to send Form No. 20-A (notice to suspend annual Increment for 2015) along with copies of notices or other disciplinary action issued against the offending employee to Employee Performance and relations Directorate at CSB to complete the procedure to stop the (AI). After the payment of the month of January 2015 salaries, the Human and finance resource directorates at the government entities shall send a request to process (AI) through WORKFLOW to employees who were in leave without pay or their annual performance is elevated.
Furthermore, the management information director indicated that the employees at the government entities that regulate the affairs of its employees to a special regulations and were hired after the issuance of Decree Law No. (36) for the year 2011 on controlling entitlement of salaries and benefits of employees at governmental entities and institutions and not included in the (HORISON) system are subjected to the law and regulations of the Civil Service regarding their entitlement to (AI).
It is worth mentioning that the directorate is still in the process of the electronic annexation to a number of government entities in the (HORISON) system, which requires to prepare the systems and programs related to (AI) to accommodate all entities along with its salary scales and advantages, as agreed upon by the government entities annexation committee that have been formed by His Excellency the President of CSB, Mr. Ahmed bin Zayed Al Zayed.
