Deputy Premier and Vice President of the Civil Service Board Shaikh Khalid bin Abdulla Al Khalifa, issued a circular on the standards for the establishment of senior positions and directorates in the civil service, that are developed by Civil Service Bureau (CSB).
The new standards aim to reduce the administrative expansion and inflation in government facilities, at the same time controlling the process of establishing senior positions and determining a clear mechanism to build the organizational structures of the main government entities.
The president of CSB, Mr. Ahmed Bin Zayed Al-Zayed, confirmed that these standards will contribute in the estimation of the actual needs of the government entities, which will lead to establishing organizations more effective, efficient and streamlined, which will control government spending and achieve optimum utilization of human resources, which is done through the re-engineering and restructuring of government entities, based on the controls and organizational foundations that limit the expansion and inflation in the government facility.
The president of CSB added that these standards were based on in terms of the legislative basis to item No. (4) of Article No. (3) of the Civil Service Law promulgated by Legislative Decree No. (48) for the year 2010, the Functions of CSB "Review the establishment of Senior Positions, Directorate and their equivalent prior to the issuance of the legal instrument regarding them, and approve the establishment of other Positions", And Item No. (1) of Article No. (3) on the positions and management organization of the executive regulations of the Civil Service Law issued by Resolution No. (51) for the year 2012,the Bureau shall undertake "Study the establishment of Directorates and Senior Positions including their amendment and deletion and submission of recommendations about such a study to the Council of Ministers for approval and issuance of a decree in this regard".
Furthermore, Al-Zayed, explained that the approved standards are mainly based on directorates, because it is the core of the organizational work in the government facility, and also responsible for the application of programs assigned to government entity, accordingly, the adoption of a form, to request the establishment of directorates, the form is filled by government entity at the request of the establishment of a directorate, and It is then studied and analyzed by evaluation standard in accordance with the standards set by the CSB for the establishment of directorates.
The president of CSB noted that the standards explains the principles and cases in which the Undersecretary and assistant Undersecretary and their equivalents are established, at the same time it is kept into account , compiling directorates with similar tasks and functions in one sector as much as possible.
With regard to senior positions and directorates that have supporting tasks, the president of CSB noted that the establishment of these positions and directorates will be increased by not more than 20% of all positions in the main organizational structure of the government entity.
The government entity can request for reorganization and reengineering of their structure provided only if 4 years have been passed from the last adoption of major organization structure, It also required to provide CSB with the vision, mission, strategy in which the proposed organizational structure is made, the president of CSB concluded.
In the meantime The Deputy Premier, in accordance to this Circular assign CSB represented by organization & management engineering directorate to apply these standards to all requests received, and make recommendations thereon in accordance with procedures prescribed by the law to the concern authorities.
