As of 9:15 a.m. local time, the 225-issue Nikkei Stock Average fell 215.93 points, or 1.13 percent, from Friday to 18,921.98.
The broader Topix index of all First Section issues on the Tokyo Stock Exchange was down 18.13 points, or 1.18 percent, to 1,515.33.
Decliners were led by metal product, electric appliance and machinery issues.
