At least 10 people died and many more were injured in an attack on a care center for the disabled in Japan early Tuesday, police said.

A man in his 20s handed  himself over to police after 3 am (1800 GMT), saying he had carried out the attack, a spokesman at Kanagawa Prefecture Police said.
