The militant attack on global charity CARE in Kabul constitutes a "war crime", Amnesty International said Tuesday, calling for an independent probe to bring the perpetrators to justice.

"The attack by an armed group on the aid agency CARE International... is the deliberate targeting of civilians and constitutes a war crime," the rights group said in a statement.
