The European Commission unveiled its vision to reform the eurozone on Wednesday, including the creation of a European IMF, but stepped back from its more ambitious ideas amid big misgivings of powerful Germany.

"There is no better time to fix the roof than when the sun is shining," European Commission President Jean-Claude Juncker said in a statement, defending a long list of ideas to reform the single currency bloc.
