President Barack Obama welcomed the Paris climate deal clearing its last major hurdle Wednesday, saying the accord will help delay or avoid the worst consequences of global warming.

"Today, the world meets the moment and if we follow through on the commitments that this Paris agreement embodies, history may well judge it as a turning point for our planet," Obama said in the Rose Garden.
