US President Barack Obama on Saturday said that while NATO allies may have halted harmful cuts to defence spending, many of the 28 were still not meeting an obligation to increase expenditure.

Britain, Poland, Greece and Estonia were on target but "that means that the majority of allies are still not hitting that two percent (of GDP) mark," Obama said after a NATO summit in Warsaw endorsed the biggest alliance build-up since the end of the Cold War.
