Air raids on two rebel-held districts of Syria's battleground second city Aleppo killed 19 civilians, including three children, on Tuesday, the Syrian Observatory for Human Rights said. 

Observatory head Rami Abdel Rahman said the strikes were carried out by either Russian or regime aircraft and had also wounded dozens of people, some of them critically.
