The International Atomic Energy Agency said in a statement Monday it cannot currently ascertain if all of Iran's nuclear activity is for peaceful purposes. The United Nations agency, headquartered in Vienna, said: "The agency continues to verify the non-diversion of nuclear material declared by Iran under its Safeguards Agreement. However, the agency is not in a position to provide credible assurance about the absence of undeclared nuclear activities in Iran, and therefore to conclude that all nuclear material in Iran is in peaceful activities." Iran voluntarily agreed to allow the agency greater access for inspection of its nuclear stockpile in November.
