General Civil Aviation Authority launches e-system for performance

The General Civil Aviation Authority, GCAA, has launched an internal tool to manage organisational performance.

This tool has been developed to meet the requirements of the performance management structure in the Prime Minister’s Office by providing the higher management with an ongoing assessment of the feasibility of their action plans.

Saif Al Suwaidi, Director-General of the GCAA, explained, "The GCAA commits and focusses on sustainable improvement of its operations and services, and we are continually looking forward to new innovations for all systems and tools to ensure that our performance and results are at all times in harmony with the national agenda of the UAE, and with the aviation industry foresight."

The recently developed system translates the vision of the GCAA into clear measurable results that define the extent of achieved success. This vision is shared across the organisation and between stakeholders. The management tool includes a new system for providing instant information about all the applications submitted by customers, companies or individuals, to the officials and the Authority’s staff, in a way that facilitates processing in a very short time.

Laila Hareb Al-Muhairi, Assistant General Manager of the Strategic and International Affairs Sector said, "The tool will create a wider vision for the current performance, and will help the higher management to understand performance trends, thus, promoting a culture of effective management in order to achieve the vision and organisational goals.

"The Authority works at its best to provide services for the aviation sector. Service development is one of our top priorities in terms of the quantity and quality of the provided services by the Authority. Accordingly, the analysis processes performed by the Authority will develop and improve this sector. The new system for performance measurement provides a clearer image to the officials to define the steps that should be taken to improve the services and to provide seven-star services for its customers.

"It also helps the decision makers to define the areas of focus in this sector, which witnesses an increasing growth at all levels. These features will make the aviation industry one of the leading sectors in terms of the quality of the provided services to the public and companies operating in this field. Safety affairs tools are very unique and I am very happy with the collocation that they had to develop such a system to feed into our main performance system and to be a benchmark for other Civil Aviation Authorities in the field of safety oversight," she added.

Ismail Mohammed Al Balooshi, GCAA Assistant Director-General for the Aviation Safety Affairs sector, said, "The Authority provides several services for the registered operating companies in the state in the aviation sector, as well as the local and international maintenance companies authorised by the Authority. The new system provides the required information to analyse the common status of civil aviation in relation to the provided services by the Authority at all levels. It also provides strategic information about the quantity and quality of the provided services, how to process them at all levels, and how to make proper decisions, which will develop the civil aviation industry in the state."

Similarly, the Aviation Safety Affairs Sector announced, "The new performance measurement system provides all the required information to manage all submitted services by the Authority. The new system issues instant reports to the officials about the level of the provided services by the Authority, improvement opportunities, and the available chances to develop customer service."

The GCAA provides 188 e-services to customers via an online portal and a cloud app in the different fields of civil aviation, eliminating the need to visit the Authority’s offices.
