Nirupama Rao, India\'s foreign secretary, will participate in a discussion at the International Institute for Strategic Studies in London on Monday.  The meeting immediately follows her trip to Pakistan, to engage Islamabad in peace talks. Rao joined the Indian foreign service in 1973, and has moved through its ranks, serving as India\'s ambassador to China, before being appointed to the chief position at the foreign service.
