FNC concludes session, approves bills

The Federal National Council (FNC) has approved during its 13th meeting of the first ordinary session of the 16th legislative chapter, a draft federal law on the regulation of possession of dangerous animals after completion of discussion on the articles regarding penalties and amendment of the two addendums attached to the bill.

The session was held yesterday evening at the FNC's headquarters in Abu Dhabi chaired by Dr. Amal Abdullah Al Qubaisi, Speaker of the FNC.

Earlier, the FNC discussed all the articles of this bill during its 12 meeting, and had decided to return the draft law to the competent committee to amend these two articles.

It also approved the two draft federal laws on moveable mortgage in guarantee of debt. The FNC stressed the importance the federal draft law on movable mortgage in guarantee of debt to the economic diversification in the country. This will enhance support to investment projects, especially SMEs which can get access to loans from banking and funding institutions with a guarantee of movable mortgage.

It also approved the amendment of some provisions of the Federal Law No. 6 for the year 1999, on the establishment of the General Authority for Pensions and Social Security.

The session was attended by Sultan bin Saeed Al Mansouri, Minister of Economy, Chairman of the Board of Insurance Authority, Obaid Humaid Al Tayer, Minister of State for Financial Affairs, Vice Chairman of the General Authority for Pensions and Social Security, Dr. Abdullah bin Mohammed Belhaif Al Nuaimi, Minister of Infrastructure Development, Chairman of the Sheikh Zayed Housing Programme, Dr. Ahmed bin Thani Zeyoudi, Minister of Climate Change and Environment and Noura bint Mohammed Al Kaabi, Minister of State for Federal National Council Affairs.

Dr. Al Qubaisi thanked President His Highness Sheikh Khalifa bin Zayed Al Nahyan, Vice President and Prime Minister and Ruler of Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum, His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, Supreme Council Members, Their Highnesses the Rulers of Emirates for their continuous efforts to the FNC to carry out its representative role for the people of the UAE, with emphasis on achieving the welfare of people.

She also praised the UAE President's Decree No. 1 of year 2016 on the issuance of bylaws of the FNC, a move that would enable the FNC to discharge its constitutional functions effectively.

The FNC approved the restructuring of its 10 permanent committees in accordance with the bylaws issued by the UAE President.
