Libya\'s National Transitional Council (NTC) decided to postpone the announcement of a newly- formed interim government until the entire country is under the NTC\'s rule, Al-Jazeera TV reported Tuesday. The consultations have produced a decision to postpone the formation of a transitional government until all the country is without redoubts of fallen leader Muammar Gaddafi, said Moustafa el-Huni, the NTC member, in Benghazi. NTC chief Moustafa Abdel-Jalil had said the new government would be announced this week, saying that \"differences in views\" between NTC members and the executive council had delayed a deal. The February 17 coalition and civil society institutions issued a statement on Monday asserting that the formation of a Libyan government now would clearly contradict what was stipulated in the constitutional declaration, which prohibits the announcement of a government before a liberation proclamation.
