Palestinian Prime Minister Salam Fayyad arrived in Cairo Tuesday to take part in the emergency meeting of Arab League Council at the level of permanent delegates to discuss the difficult financial situation of the Palestinian national authority. The Palestinian premier will explain the financial situation faced by the PA and its implications, especially its inability to meet its obligations including salaries, allowances of martyrs and prisoners\'\' families, as well as the health sector and the PA debts.
