Speaker of the House of Representatives Aly Abdel Aal said Tuesday that pardoning provisionally held persons would entail new legislative amendments. 

Abdel Aal was speaking after emerging from a meeting with the human rights committee of parliament. 

The meeting took up measures to release a second group of provisionally held prisoners, a parliamentary statement said.
