A new interim president was sworn in on Thursday in Mali. The ceremony returned the country to constitutional rule three weeks after a military coup. Dioncounda Traore, the head of the country\'s national assembly, will serve as Mali\'s president for 40 days. President Amadou Toumani Toure tendered his official resignation on Sunday. After the March 21 coup, Tuareg rebels took three main cities in northern Mali and declared independence of the region.
