The State Council has put forward a comprehensive plan on the control of greenhouse gas emissions for the 12th five year plan at a meeting held on Wednesday. In order to meet the target of reducing carbon dioxide emissions per unit of GDP by 17 percent from 2010 levels by 2015, governments of all levels are required to speed up industrial reconstructuring, and setting up an evaluation system. International cooperation, research and development of low-carbon technology should also be promoted. A nationwide campaign on low-carbon life has also been listed on the agenda of governmental departments to enhance public awareness of environmental protection. The plan comes after rising concern on worsening air quality in cities like Beijing.
