Russia’s Minister of Emergency Situations Vladimir Puchkov said new construction should be outside areas of possible floods. He said the government had made a decision to reconstruct houses in the Far East regions affected by floods considering public views, dangers and threats. “No new construction should be in the areas with realistic threats of floods,” he told a working group of the governmental commission on Sunday. “I address local authorities to draw red lines, to verify security passports minding this year’s flood,” the minister said.
