Tropical Storm Narda off the southern tip of Baja California, Mexico, was not strengthening as it moved over the open Pacific Monday, U.S. forecasters said. Narda, with maximum sustained winds of 65 mph, was about 1,140 miles west-southwest of the southern tip of Baja California moving west-northwest at 12 mph, the National Hurricane Center in Miami said in its 8 p.m. PDT advisory. No coastal watches or warnings were in effect. Narda\'s maximum sustained winds, with higher gusts, were expected to strengthen during the next 24 hours, and Narda was forecast to become a hurricane by Tuesday, then begin weakening Wednesday, forecasters said. Narda also was expected to decrease its forward speed during the next couple of days, forecasters said. Tropical storm-force winds extended outward from Narda\'s center up to 60 miles.
