Police in New York told TMZ they will issue a ticket to -- but not arrest -- the paparazzo who knocked Nicole Kidman down with his bicycle Thursday. Carl Wu will be cited for riding his bike on the sidewalk but will not be charged with a criminal offense since Kidman was not seriously injured. \"An accident\'s an accident,\" one officer told the celebrity news website. Kidman was knocked to the ground after she left Calvin Klein\'s Fashion Week show in Manhattan and was returning to the Carlyle Hotel, TMZ said.
