HE Prime Minister Sheikh Abdullah bin Nasser bin Khalifa Al-Thani chaired on Wednesday the Cabinet's regular weekly meeting at its Emiri Diwan premises.
After the meeting, HE Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah Al Mahmoud said that the Cabinet reviewed topics on the agenda and took a number of decisions and measures.
The Cabinet approved a draft law amending some provisions of Decree Law No. (17) of 2010 organizing the National Human Rights Committee, and decided to transfer it to the Advisory Council.    
The amendment replaces the text of Article (11 / second paragraph) of the Decree Law No. (17) of 2010, referred to is the following text: "The Committee shall submit to the Council of Ministers a report at the end of each calendar year, and as requested or considered as needed, the results of its work and activities together with its proposals".    
The Cabinet approved a draft law on commercial concession.
The Ministry of Economy and Commerce prepared the draft law to encourage the activities of commercial concession in the State by setting up a legal framework that organizes the relation between the concessionaire and provider, and lay the foundations of this relationship on the bases of transparency, and to provide the necessary protection to the concessionaires, and give the Ministry the power to determine the terms of concession agreements.    
The draft law identified commercial concession as the franchise given to practice trade in goods and services, and includes the provision of technical expertise and training to the concessionaire, and determines the method of operation of the commercial concession in connection with trademark owned by the concessionaire or licensor of it to use.    
The Cabinet also approved a draft decision by the Minister of Economy and Commerce considering some areas in the State as tourist areas.
Law No. (6) of 2012 referred to the tourist area as any area in the State that is characterized by the characteristics of attracting, archaeological or historical manifestations, natural areas or environmental or energetic area, and any area considered as a tourist area by a decision of the Minister on the proposal of Chairman of the General Authority Tourism.    
The draft decision provides that specified areas in the table attached are considered tourist areas in accordance with the provisions of Law No. (6) of 2012.    
The Cabinet also approved the re-formation of a Committee of Military Retirement established under the provisions Law No. 13 of 2006 on retirement and military pensions. The Committee shall have the necessary terms of reference and powers to oversee the retirement and pensions of military in coordination with the General Retirement and Social Insurance Authority (GRSIA), including the study of military cases who ended their service in terms of pension entitlement, pension settlement of those who meet the conditions of the pension benefit him or his beneficiaries, determine the amount of pension for the beneficiaries, identify eligible persons in the event of his death and their share and informing them of this.    
 The Cabinet approved the requirements for the preparation of a national action plan on human rights according to the recommendation by the committee set up by the Cabinet which will be headed by the Foreign Ministry to prepare a plan.    
 The Cabinet also approved the following: 1. Draft agreement on air services between the Governments of the State of Qatar and the Federal Republic of Somalia. 
 2. A draft agreement on an air services between the Governments of the State of Qatar and the Republic of Guatemala. 
 3. A draft agreement on air services agreement between the Governments of the State of Qatar and the Republic of the Commonwealth of the Bahamas. 
 4. A draft Memorandum of Understanding (MoU) for joint cooperation in the areas of health and food safety between the Governments of the State of Qatar and New Zealand.
