The UAE Cabinet issued today Resolution No. 45 of 2017 pursuant to Federal Law No. 07 of 2014 on combating terrorist crimes.
The resolution adds ten (10) individuals and one (1) entity to the UAE’s proscribed list for supporting terrorism, and in this way builds on the current register created by previous Cabinet Resolutions.
This resolution was issued as part of a coordinated action of the recently established Terrorist Financing Targeting Centre, TFTC, co-chaired by the United States and the Kingdom of Saudi Arabia. The TFTC is comprised of all GCC countries and the United States.
The Cabinet Resolution directs the UAE Central Bank to take all necessary legal action in order to appropriately deal with the accounts of the named individuals and institutions.
This collective action is the first taken by the TFTC since the announcement of the initiative during US President Trump’s visit to Riyadh in May 2017.
The TFTC action targets leaders, financiers, and facilitators of terrorist organisations. The TFTC was announced on 21st May 2017 to expand and strengthen member states’ cooperation to counter the financing of terrorism.
The TFTC - which issued a list of eleven (11) individuals and two (2) entities supporting terrorism - facilitates coordinated disruptive actions, sharing of financial intelligence information, and building member state capacity to target terrorist financing networks and related activities that pose national security threats to TFTC members.
The UAE has expressed its support of the list issued by the TFTC, affirming that this action is an effective step towards countering terrorism, and draining its sources of funding by countries and individuals, which ultimately leads to stability and the spread of peace in the region and the world.
The UAE Cabinet also praised the efforts of the Global Centre for Combating Extremist Ideology, which was inaugurated by Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud of Saudi Arabia, and US President Donald Trump in the presence of Arab and Islamic leaders and representatives on the sidelines of the recently held Arab Islamic American Summit.
The Cabinet highlighted the role the Global Centre for Combating Extremist Ideology plays in preventing the spread of extremist ideas by promoting tolerance, supporting the dissemination of positive dialogue, and monitoring the activities of Daesh and other extremist groups.
Together with the UAE, other TFTC Member States designated the following individuals and entities pursuant to their respective authorities: Nayif Salih Salim al-Qaysi, Yemeni national; Abd al-Wahhab Muhammad Abd al-Rahman al-Humayqani, Yemeni National; Hashim Muhsin Aydarus al-Hamid, Yemeni national; Abu Sulayman al-Adani; Yemeni national; Khalid al-Marfadi, Yemeni national; Sayf Abdulrab Salem al-Hayashi; Yemeni national; Adil Abduh Fari Uthman al-Dhubhani, Yemeni national; Radwan Muhammad Husayn Ali Qanan, Yemeni national; Nashwan al-Wali al-Yafi'i, Yemeni national; Khalid Sa'id Ghabish al-Ubaydi, Yemeni national; Bilal Ali Muhammad al-Wafi; Yemeni national, along with Al Khayr Supermarket in Yemen, and the Rahmah Charitable Organisation in Yemen.
As part of the joint action, all GCC TFTC Member States have today designated Nayif Salih Salim al-Qaysi and Hashim Muhsin Aydarus al-Hamid, who were previously designated by the US Department of the Treasury’s Office of Foreign Assets Control, OFAC.
